A South African Human Rights Commission (SAHRC) probe into the Enyobeni tavern tragedy has uncovered inadequate enforcement of liquor regulations by the Eastern Cape Liquor Board (ECLB) and a police failure to address community complaints.

The SAHRC found that the Department of Trade and Industry (DTI) and the Department of Social Development neglected to prioritise crucial legislative measures aimed at curbing alcohol abuse.

The Buffalo City Metropolitan Municipality (BCMM) was fingered for its insufficient oversight and capacity to monitor compliance with zoning and building regulations.
