Celebrity bodyguard Anwar Khan was granted R200 000 bail in the Dimbaza Magistrate's Court.
But the magistrate, Nkosinathi Mjekula, denied bail to Khan's co-accused, Terrence Joubert.
The two are among the 15 people arrested over the Easter weekend in connection with the University of Fort Hare fraud and corruption case.
The two appeared in court on Friday.
Mjekula said Joubert had failed to convince the court that he needed to be released on bail in the interest of justice.
Mjekula accused him of dishonesty.
Khan's company, Pentagon Group, was accused of pocketing R62 million for the provision of protection services to the university.
Khan is former bodyguard of slain musician AKA.
Joubert's company, Tarlec Security Solutions, was contracted to provide vetting services to the university.
The company was alleged to have defrauded an amount of R7.7 million from the university.
All the others, except the kingpin, Isaac Plaatjies, who has since abandoned his bail, are out on R50 000 bail.
In previous court proceedings, the State opposed bail against Khan, arguing that he was flight risk who was likely to evade trial if released on bail.
But Mjekula said he could not find any information or evidence of Khan interfering with witnesses in the case.
The case was postponed to 9 May for further investigation.
